Frisky Hill proposed pull-off

The Town owns three lots atop Frisky Hill (Province Rd) map/lots 419-44, 45, & 46.  The lots all contain Conservation easements held by the Gilmanton Land Trust and 5 Rivers Conservation Trust.  The Gilmanton Conservation Commission’s (GCC) proposal is to place a gravel pull off where there is an existing ramp and retaining wall in the south-easterly corner of lot 46.  A link to the tax maps showing the proposed size and location can be found here.  A copy of the most recent conceptual drawing can be found attached.  The proposal includes a mountain viewing area with peak identifier.  The proposal also includes a turn around area so vehicles can pull out front first and not back on to Province Rd.  The exact materials to be utilized have not been determined, but the intent is to use natural materials and gently slope the terrain.  The easements allow for certain building areas on the properties.  The proposed area is smaller than the allowable building envelope as shown on the easement.
The GCC first discussed the acquisition of the properties in 2011.  Through fundraising, donations, grants, and funds from the GCC, the final acquisition took place the end of 2013.  Throughout the years and prior to purchasing, it was discussed at open meetings to make these parcels accessible to the public.  In recent years, the discussion of a pull-off resumed.  On October 20, 2020 a motion to approve the proposed location of the pull-of did not pass on a 2-2 tie vote.  Another vote, taken on October 12, 2021 passed on a 4-1 vote.
